"Ning Chow" Chinese black tea - same as Ning Hong Jing Hao?

A lot of older tea books will refer to "Ning Chow" teas from northern China, as being similar in flavor to Keemun... Any idea what modern tea they might be referring to? My best guess is Ning Hong Jing Hao... anyone out there have any other suggestions?
