Could the "rice scented" mean to be descriptive? It's not proper, but for a few times I saw some tea labeled as "scented tea" while what the manufacturer really meant was "fragrant tea".
In China some puerh sheng products are described to be "with the fragrance of sticky rice" (whatever fragrance that is...) so maybe that's where this "rice scented" is from?

I'm going to make a wild leap of faith and assume you are referring to the mini ripe rice scented tuos here. While I have no idea of a direct answer to your posed question, my advice would be to take a pass. In my experience these mini tuos are nothing but floor sweepings "dolled up" in many clever ways so as to be made slightly palatable. Do yourself a favor and go for the real thing.

The mini tuos used to be made mostly from inferior products. But in recent a few years, more and more reputable factories (such as Da Yi and Guan Zi Zai) started to make high quality mini tuos. I've had some sticky rice mini tuos and they had pieces of something added. Maybe some part of the sticky rice plant?
