In the movie Groundhog's Day, Puxatawnee Phyl (spelling?) was the groundhog's name.
Here in the USA, for the last 100+ years, we have this silly holiday called Groundhog Day on February 2nd. http://www.groundhog.org/
Puxatawney Phil is brought out to see if Spring is near or more distant 6 weeks away. If he sees his shadow then we are in for 6 more weeks of Winter.
So, TeaChat Phyl is a spin off, but we want him to see his shadow as this indicates that the Spring harvests are going to be early and will be good harvests! And of course he resides in the TeaCave atop Mt Fuji where he is fed used gyokuro leaves!
This is about as believable as the premise of Groundhog Day and is in the imagination of a cohabitant of the TeaCave.
