If you are only using 10% oolong, what is your objective? Are you just looking to add a soft amount of jasmine? Because the oolong is more than likely going to overpower a delicate white even in that ratio.

You could brew them in separate pots and mix the resulting brews in the cup. This would give you the ability to experiment with ratios without having to worry about matching brew times.
