It varies depending on what's going in it. If it's Jasmin #12, their gunpowder tea, or a rooibos you'll get more by weight than you would if it were a yunnan gold or white peach.
The difference is, the first ones I listed pack more densely than the last ones I listed. They all say you get 10 cups but I'd that's a minimum. Many have more.
If it helps, the sample tin is 2.5" tall and the sides are 1.75".

I have found (depending on the weight of the tea), you get anywhere from approx .85/oz - 1.4/oz
Ultimately the sample should be used as a guideline of taste and not economy. It may not work out equally, but at least you won't be stuck with 4oz of something you don't like...
