He mentions the reasoning in the second sentence ...

"Normally the best time to make bamboo Pu Er tea is the Autumn season, as only at this moment, large amount of fragrant bamboo is available".

Sure once these rather rural folks connect to the grid they can all buy walk in freezers and change their centuries old traditional methods of processing bamboo packed tea, you can guarantee them a market can't you?

That aside, Scott at YS has had some very nice selections of this tea over the past few years.
