I recently finished some pu that I can't get ahold of anymore as it's a pretty unknown manufacturer.
I found a couple different bricks which are all from the same year with the same product license / product standard number. Is that a good indicator that it's the same tea too? It seems a new number is given for each production, but I'm not entirely sure.

I presume you don't want to tell us what it is? I'm not sure what you mean by license number... if you're talking about the permit number on the wrapper, that I think is assigned to the factory/outfit, and not the individual teas.

It's a number in the XXXXXX-XXXXX format that seems to be changing from cake to cake and always starts with a 5, but I don't know the exact logic behind the system, which is the reason why I'm asking here.

The 卫生许可证/wei sheng xu ke zheng - health and hygiene licence - that your looking at has now been replaced by a 食品卫生许可证/food product health & hygiene licence (as of 2008). This, along with the QS No are owned by the factory, i.e. the place where the tea was pressed, and likely have nothing to do with the people who produced the tea.
If you're determined, you could try to track down the factory, if they still exist, and see if they can identify the producer.
