In BPAL circles (A brand of perfume oil) we get round this by running 'decant circles'.
One person orders a bottle of the perfume, and posts a sign up for the 'circle' in the forum. People sign up and pay for their share via paypal.
As soon as the perfume arrives the organizer posts an update to the thread, then decants the perfume into sample size bottles and sends it out to all the participants. Everyone gets to try the new scent and there is usually time to buy a bottle if you really like it. (BPAL does limited edition fragrances.)
Reviews are posted to a separate thread by circle participants and by people who purchased the scent on their own.
It works because Black Phoenix Alchemy Lab and most of the participants are all in the US. Not sure how feasible it is with shipping from overseas and possible participants scattered around the globe.
The time I sent out samples of the mystery Xiaguan tuocha I did it using materials and methods from BPAL fandom- it works well if you are organized and have everything on hand.

Yea, not to make it sound like I'm degrading it in any way with a comparison like this... but I see it as a kind of craigs list in a way. You can look through and see what people are looking to try and trade and if something peaks your interest you can work out whatever kind of trade you want between that person.

This is a good idea!
A group buy might be a better way to go, I've participated in those on another forum. It's a great way to try out a variety of stuff without buying ful sized portions of the product.
It would take someone to put in the effort for it. That person would put in the order for the teas, break them up into sample sizes and ship them out to the people that opted to participate. Those that get the tea from the organizer would pay him directly.
I think that it is acceptable for the organizer to round up prices slightly to cover his costs for shipping.
BTW, a group buy is also a good way to get volume discounts from merchants.

Unfortunately due to our rules of members not being able to post links while new Steve hasn't been able to promote his service here. I highly recommend contacting him by joining the forum.
