I believe this is a Best Tea House / Tea Gallery thing, at least people trained by them are the only people I've seen who do this. Another thing to keep in mind is that if you don't keep it over a small flame or something to keep it warm (which I have seen done), the rinse will be much cooler, so it will taste different not only because it's the rinse, but because of the temperature difference.
