Uploading avatar pictures

I am having a hard time trying to change my avatar. It says it must be 100 pixels and 19 file size. How can I convert it :?:

If you are doing this with a photo saved on your computer, you can resize it with whatever photo program you have on your computer.

A number of free graphics software programs are available such as GIMP (gimp.org) so you can resize your image, or if you can post me a link to it (if it is online somewhere) I can resize your avatar for you.
