just had one today and it was a watery diluted/mildly sweet... without much astringency or "kick" like i was used to... (maybe it was a bad batch)

I would venture a guess that these can vary quite a bit from batch to batch.

Are they made with infused leaf?

Yes, but I think they production is well controlled simply because of large quantity. Oi Ocha produces enough to fill all the vending machines in Japan. There are a few different versions of it though, maybe you got a different one.
