What's happening in Sri Lanka?

Recent auction prices have been topsy-turvy, with the low-grown teas commanding the highest auction prices and the high-growns the lowest... around US$ 2.82/kg! (pg. 3) Supposedly many of the Uva-area tea estates only just barely made back the cost of production...

I had some Kenilworth medium-grown recently, and there was a significant amount of stalk in it... are the medium and high-grown estates having quality issues that the low-growns are not? Or is something else going on?
