Why would 2010 tea have any less radiation than 2011 tea? Assuming the 2010 tea has been stored in Japan near where it was harvested and processed, then it will have absorbed the same amount of radiation as the 2011 tea. If the tea has been stored abroad, then it is a different situation.
That said, I do not think there is anything to be afraid of. Of course, that won't convince your wife...

Tea from last year's harvest was unlikely to absorb to airborne or waterborne radioactive isotopes from Fukushima.

2010 harvest tea is sealed indoors, probably in cold storage...how would it pick up any radioactive isotopes?
2011 harvest tea was sitting in fields when Fukushima was releasing the most radiation collecting airborne dust on it´s leaves and actively absorbing minerals from the soil.

If paranoia is at fever pitch then, yeah, as you say, try some US vendors. Den's are stocking 2010 sencha at a discount, I'm presuming they've had it for a while but a quick email could clear any confusion.
