That could be anything, Vietnamese oolong, Thai oolong, oolong from anywhere in TW or it might actually be Alishan oolong.
The packaging doesn't mean anything.

Lol, if it looks like a duck and quacks like a duck...
...then it's probably Ali Shan oolong.
That's as much information as we have, and the packaging says what's already been mentioned - that it's gaoshan Alishan oolong - so I don't see why it would be unreasonable to suppose that's what it is.
Of course packaging can lie. So the best way to know is to taste it.
