Ceylon Grading/Quality System Help

Hey! I've been looking at Ceylon black tea. I saw that most of the websites were trying to say that broken teas were of higher quality than whole teas. That doesn't really make sense! Additionally, they had extravagant grade names for all of the broken leaves, like FBOPFexsp tea. Is this just tea propaganda? I literally have no idea. Someone help, please.
