This is how I purchased it. It just seemed funny that if it was normally caffeine free , that it would say so on the package.

Rooibos is naturally caffeine free, but it isn't tea.

Meh, can't really blame the seller for hyping that aspect. A lot of people don't really know what rooibos is, let alone that it is naturally caffeine free. But there are a lot of people who do not want to drink something that's been chemically decaffeinated. It's a valid selling point.
