I'm not sure what you mean by dusty, but if you are referring to the color, something is wrong. They should be a lot greener.

From the photo, not a particularly well "made" LJ. Sometimes lesser grades were pan fired more than they should be to make up for lower quality leaf. When this is done, there can be more and finer particles.

not to mention the price is too cheap for it to be real west lake IMO.
