The bags would probably be your best bet. Most vendors are using them these days.

I've been looking to buy some tins as well, and so far Mountain Rose Herbs seems to be my best bet. They come in sizes between 1/2oz and 4oz, and they're flat, lidded metal tins. They're pretty inexpensive and you can buy them individual for anywhere between $0.65 and $0.90, or in cases of 100 or 500 at a discounted rate.
