Sencha is steamed green tea, usually Japaneses.

Shincha is the very first harvest of the first flush each year.

No, confusing as it is shincha isn't so much a type of tea as a label for a particular portion of the first harvest of the year. Shincha is processed slightly differently than tea is for the rest of the year. It has a more vibrant fresh taste to it that fades quickly as it is stored though.

Sencha is in reference to the actual type of the, in comparison to say gyokuro, matcha, hojicha, etc. But you can for example have a shincha gyokuro. Similarly to the label of first flush, but not the same term. Shincha is a portion of the Japanese first flush.
