I don't think it is. I would certainly not pour any water or tea over the bodhisattva. Just the perfect companion in my tea drinking sessions.

There are some really beautiful Zisha Guanyin Pusa out there in every price range. There are some small ones which are used as tea pets, but I personally never would.

After seeing Victoria's little dolls I dug out this one which some gave to me and the wife when we got married 6 years ago.

My daughter got me this Momiji doll for Christmas but I don't have a tray to put her on yet. She will be my little tea mascot when I do, though!
