I have the exact same experience with them. Stopped ordering until I hear they have their act back on track.

Also, I have had maybe 10-12 oolongs from outside Taiwan and China including Korea and even Haiwian USA. Didn't like any of them at all. :(

I'm having their Spring '08 Baozhong right now, and it's surprisingly very good, despite the poor packaging.

Yeah, I think this will be my conclusion as well. But I haven't given up just yet.
