Are these teacups?

A friend recently gave me these two cups (if they are cups)

from a set of three he had acquired. I eventually returned them because they are too gaudy for my taste, and because I don't like breaking even small sets.

Not that it matters, since I use sake cups for tea, gravy boats as fair-pots and a butter-dish to display spent leaves, but can anyone tell if these were even intended for tea? Does that elegant blue mark reveal anything?
