How do I correctly use this cup?

So I bought a cool tea cup. (Yes I admitt I bought it cause it looked cool).

It's a normal looking cup with a top, but on the inside there is an area of the cup sectioned off with holes the the little wall that seperates that part from the rest of the cup. I can only assume that you place the tea in the sectioned off part then fill it with water and let the holes mix the tea with the water. Is this correct?

What is the correct way to use this cup for getting the best taste with out over brewing (which is what im really concerned about since I cant take the leaves out)

it isnt one like was posted earlier this week is it? with the tilting bottom?

its kinda like that, except the compartment goes all the way to the bottom of the cup and it isnt tilted
