Is all white tea this floral?

I was gifted this Rwandan white tea over the holidays. I'm not familiar with white teas, but I was taken aback by the flavor. I've experienced teas with floral notes, but this was so intense that I'm tempted to compare it to perfume! Maybe it would eventually grow on me, but I'm not sure I can enjoy something with such an overpowering rose-petal aroma.

Is this characteristic of most white teas? Is it a pure-bud thing? Or has this tea been processed in some other way which imparts this flavor?

Floral flavors are part of fresh white teas, so that isn't strange. My experience white Chinese whites, I do not recognize very strong rose aroma though.
