It varies from tea to tea. And some teas have multiple harvest seasons during a year.
Overall I think this is an interesting topic and sometimes could be important. The other day I saw an ebay audition of Tai Ping Hou Kui and the seller claimed it was new tea harvested before Qing Ming (early April). This is entirely misleading since even though pre-Qing Ming is the season opening for some other prestigious teas, Tai Ping Hou Kui's harvest season starts no earlier than 2 weeks after Qing Ming (late April).
