Mystery Find in NC

Picked this up on vacation in North Carolina a few months ago. Owner didn't seem overly knowledgeable about the beengs he was selling but I picked this up because it was the oldest he had. He claimed it was from 1999 and sheng but thats all i could gather. Any translators who could help me solve this mystery would be greatly appreciated

It looks like a CNNP, which is the state label. A lot of producers sold under that label. Generally people prefer CNNP 2004 or so and older. In recent years the label hasn't produced terribly good tea. Late 1990s tea isn't dated, and a lot of tea floats around from that time, including private commissions. We would need better photos of the cake and brew to get an idea about the aging. I would say just enjoy it.
