Question About Tea Grading

I recently bought some Ceylon Vithanakande Estate FBOPF (EX) and I understand that this means Flowery Broken Orange Pekoe Fannings Extra Special. My confusion is that the last F means fannings but the tea that I got is not what I would consider fannings. Each rolled leaf is at least 3/8" to 1/2" long. I thought that fannings were small 1/8" pieces like you would find in good quality tea bags.

Now don't get me wrong, I am happy and I am not complaining. I am just confused over this.
